Occupational health and safety of workers directly employed at Budimex Group and indirectly by its contractors is one of the key priorities. For many years, technical and procedural solutions have been implemented in order to provide the highest level of health and safety of work. Currently those mostly involve additional and voluntary solutions, exceeding regulation and legal requirements. Regarding regulations and technical solutions, which may lead to increasing the quality of OHS, we can say that we reached the maximum level and that the priority areas for improvement do not attributable to the technology, but to so called soft activities, which involve attitudes and habits of the staff. The OHS system is constantly analysed in terms of effectiveness, with a possibility of swift implementation of corrective measures. Therefore, one of the priorities is addressing the human factor, which may potentially be a threat to the safety of the workers, by elimination of attitudes and habits which increase accident rates. In 2017, no significant changes regarding certified OHS systems were introduced. In Mostostal Kraków it is PN-N-18001, and in Budimex SA it is OHSAS 18001 and PN-N-18001.
For years, the Budimex Group has utilised an Occupational Health and Safety Policy. From the point of view of the character of the business activity of the Group, it is one of the most important policies. Its goal is ensuring the safety of processes, workplaces and activities. In particular, all regulations and norms of the law must be obeyed, while additional good practices which build safety culture in the Group are implemented by Budimex Group. The policy and tools which were implemented because of it, enable accumulation of date regarding potential risks, and therefore precise identification of risks, most importantly: routine and habits in performance of activities, lack of awareness about threats.
In accordance with the provisions of the Policy in Budimex Group, the following activities are implemented:
Every company of the Group has committees for OHS, which comprise representatives of employees and the employer. Therefore, the Committees represent all employees (100%). OHS audits are carried out for all contracts, every week.[1] At the end of 2017 the OHS Committee had 7 members in Budimex: 1 employer representative, 4 employee representatives, OHS Department Manager and an occupational medicine physician. In 2017, there were 2486 visits at construction sites, which means that, on average, 10 sites were subjected to inspection every day. During audits 15,750 hazards were identified and 83% of them were removed on time. This indicates improvement in comparison with 2016, when 75% of hazards were removed on time. All information observed during threat inspection and recommendations are stored in one place for easy access and monitoring, if necessary.
Apart from our own audits, in 2017, 20 audits by the National Labour Inspection were carried out. The post-audit recommendations involved, i.a., electrical safety, edge protection for working at a height and in trenches, signs at construction sites and works sites, as well as maintaining order at construction sites.
In the Budimex Group, the Health and Safety Plan standard is implemented. The characteristic feature of the construction sector is the rotation of workers between construction sites; therefore, we care about maintaining the same model of the Plan. All persons performing works for a given contract undergo training in OHS. As part of the so-called “Contract start”, the management of the contract meets with a specialist for the OHS and a specialist for the environmental protection and the required procedures are discussed. The training and procedures of the Budimex Group exceed legal requirements. Training regarding internal safety procedures is also mandatory to the employees of subcontractors.
