6.7.9		 8 12 Due to the specificity of construction projects, their implementation is accompanied by very detailed construction documents from the earliest stage. The requirements are specified by regulations and standards. These documents include not only the relevant consents, permits or confirmations of acceptance by different offices and departments. Individual raw materials and materials are accompanied by certificates and declarations of conformity, safety marks, or hygiene certificates. This ensures widely understood safety for people and the environment. Rules related to approving construction product for marketing are regulated by applicable laws. Apart from the Act of 7 July 1994, i.e. Construction Law, the legal basis for the above is formed by two subsequent laws: the Act of 16 April 2004 on construction products and the Act of 30 August 2002 on the conformance assessment system. Thus their application is obligatory and includes all (100%) contracts. They are also supported by the Integrated Management System, which guarantees usage of correct construction products and materials.

In the case of Budimex SA and Mostostal Kraków, the implementation of ISO 18000 and OHSAS 18000 was confirmed with relevant certificates. A total of 83.2% of all Budimex Group employees were employed in the two above-mentioned companies at the end of 2017.

The “Integrated Management System Policy” was implemented and signed by the President of the Management Board in May 2017 (earlier, since May 2014 the “Management Policy” had been in force, which was then replaced by IMS) and directly refers to the social responsibility of the business. It contains the information that Budimex is aware of short- and long-term consequences caused by the activity of the company in relation to the society and the natural environment and that sustainable development has fundamental development for the organisation and implementation of its strategy. In the Policy, Budimex commits itself to minimise that impact, while providing the highest quality of services to the clients. The Policy contains information which lists the following as key areas in the company’s strategy:

  • life and health protection,
  • ethical conduct,
  • environmental protection and energy output improvement,
  • high quality of works and services,
  • responsible use of information and prudent decision-making,
  • management system integration.

These are the same areas which were indicated as crucial by the CSR Committee and are the basis for the CSR strategy and reporting. At the same time the President of the Management Board of Budimex SA committed to identification of goals and tasks resulting from IMS Policy and make them a criterion of daily operation assessment. The CSR approach to management contained in this Policy is based on the PN-ISO 26000:2012 norm.

Since 2013, a CSR Committee operates in Budimex, comprising representatives of the Management Board and chaired by the President of the Management Board. The CSR Committee is responsible for a comprehensive approach to social responsibility management is possible. If needed they point out the possible risks and problems from the perspective of social and environmental responsibility, and recommend decisions which are compliant with Integrated Management System Policy. The committee meets cyclically, delivers its opinions, approves and assesses the actions of the CSR. The currently employed CSR strategy for years 2016-2020 was recommended by the Committee and then approved by the Management Board.

The Integrated Management System comprises the following implemented norms and certificates:

  • PN-ISO 26000: 2012 – management system of the company’s social and environmental responsibility;
  • ISO 9001:2008 – quality management system;
  • ISO 14001:2004 – environmental management systems;
  • PN-N-18001:2004 and OHSAS 18000:2007 – occupational health and safety management system;
  • ISO/IEC 27007:2013 – information security management system;
  • AQAP 2011:2009 – quality management system;
  • NATO Commercial and Government Entity (NCAGE) – quality management system.[1]

Implementation and functioning of all above-mentioned certificates was confirmed by SGS Polska auditing company.

The functioning of IMS Policy is subjected to regular audits regarding economic, social and environmental aspects. Its implementation also involves carrying out annual internal audits. Internal audits are carried out by internal auditors – qualified employees of Budimex Group. In 2017 the following internal and external audits were carried out within that scope:

  • 16 internal audits and 1 external audit of the Integrated Management System (this audit lasted about a week, in which the whole company was involved),
  • 13 internal audits and 13 external audits of the Factory Production Control,
  • 12 audits of the Construction Assessment System (SOB).

Each time the internal audits are additionally confirmed by an external audit. Policies, procedures and processes are subjected to regular inspections, which make it possible to achieve effectiveness in regarding business, environmental and social aspects.
